He is an Ice Fairy. He travels mostly by skating on hand made ice-skates, but flies when no ice is available. When night falls and the winds start blowing, the little fairies lights go out that were once a glowing. If you are caught outside when the ghost winds blow, he will take your breath away and your spirit in the wind will stay.
